Question about Motorola Tundra vs. Samsung Rugby

I want to buy one of the two but not sure which one is better. Besides that do these phones require a dataplan? Also if i want to use the at&t gps nav and maybe the radio feature, what do i need a plan?
Does the at&t gps nav requiere a data plan?

the samsung is not listed as ATT navigator capable, the rugby and rugby II are.

What is needed to use AT&T Navigator?
An AT&T Navigator-approved mobile device, AT&T network coverage, and either a monthly subscription to the service or a day pass. We also recommend a data rate plan for route information as standard data charges apply.
I think this link will work - they have a combo pack of unlimited data for non-smartphones and att navigator for 20.00
The rugby and rugby ii are rugidized phones, we instlal them on custom crash carts for clinics, they are pretty durable. Not a lot of bells and whisltes just a good all around ruggedized phone, they are milspec 810G
