Can I switch sims card to iphone 4s from samsung focus flash 4g if I have a 2 year contract?

I want to add another line to my plan; however, I don't want to pay for a new samsung focus flash 4g. I got three of them free from a promo, but I really want to add my brother to the plan.
I have had my contract for 2 months now, and I want to give him my samsung, and buy an iphone 4s for myself.
Can I do this by buying the iphone 4s and just moving my sims card and getting him his own sims card?
Will the price of the iphone 4s still be $199 (16GB) if I have a contract or will I have to pay full price?
Is any of this possible?

If I am reading this correctly, simply go add a line to your plan with a new iPhone for your brother. Then just swap sim cards, and you are good to go. Might mess with the warranty, so keep your receipt for the iPhone. Not sure, but I think you need a special tool to get SIM out of the iPhone. Should be able to change them in the store after activation. People do this all the time. Hope this helps
