If my line on a family plan costs over a $100 a month, will I be able to upgrade my phone every year?

You have to be within 90 days of your contract expiration date in order to be able to upgrade your phone(s) with a discount.

I've wondered this too. Is it true that depending on what you spend monthly you may be eligible for upgrades sooner than the two year mark?

Yes, as your plan's overall value goes up, your upgrade date is sooner... When it goes down, the date gets pushed back. I don't know how much flexibility there is to it (30 days sooner, 3 months sooner, no clue).
