if the calls are within the country of ireland get a pay as you go phone over there and a internatoinal calling card
international roaming charges are pretty steep

Here is what I would do when I travel to Asia, I think it should be applicable to Ireland.
1) Check her existing phone and see if it meets the frequency requirement for Ireland, 900 and 1800 mhz I beleive. If that is the case, call AT&T customer service and have it unlocked so it can be used with third party simcard.
2) If the existing phone does not have the right frequency bands, upgrade to phone that covers those bands. Check with AT&T customer service if they will unlock this new phone. If not, have a third party unlock it for fee.
3) While in Ireland, purchase a simcard locally so there is a local number to make and receive calls. International calls back to US will burn up the simcard minutes pretty quick. If she needs to call back to US often, she can save some $ by subscribing to one of the company that provide local number or toll free number to make calls to US or other locations in the world. The service I use has local toll free number in Ireland and charge about $0.50 per minute to US. I am sure there are other company that is more economical. PM me if you need addition info.
