In order to unlock your phone through AT&T Wireless, you must be a customer of theirs subscribing to their service. There are also certain criteria you must fit before they will give you the unlock code. If you are not an AT&T Wireless customer, they will not give you the unlock code.

I would call ATT directly at let them determine your eligibility. The rules vary by phone model and circumstances.
For service or support questions including existing order status, call:
Customer Support: 1-800-331-0500

What if you live outside the US and can't call support? Just flush the phone down the toilet or give it to some homeless person on the streets and forget ever using AT&T again, even when you come back to the states to visit?

Or you pay a third party service for the unlock code.

I haven't had an active number for over a year and feel that since the US law says we are allowed portability of our equipment, I should be able to use my phone here in Brazil. AND, I had another identical phone (except for color) that I did successfully unlock, but it was stolen, and later returned. I should have sold THIS one and kept THAT one.

No FCC law stipulate the portability of the phone number NOT the equipment, there is no such law requiring the portability of the equipment. telephone number does not equate to cell phone, it does not apply

Who said anything about FCC law? My phone is a quad-band GSM phone. The Palm site and tech support says that it is supposed to work on any network that is GSM 800/900/1800/1900 Mhz. However, it doesn't.

You did - since the fcc regulates wireless communications in the US - the response is accurate
