Online account question

I am trying to help a friend out, but I have Verizon and am not familiar with ATT's online workings. He is on a family plan, but his number is not the primary. He does not have a login under his number. I want to know if he attempts to register for online access under his number, will it let him? and if so does it notify the primary account holder of the registration? Also if he can register will he have visibility to the other lines on the account? Thank you for your help.

yes he can register online access with his number.
I am not sure but I think that the primary gets an email about the additional login account. Security reasons.
Yes, he will see the other lines on the account.
