I'm sorry that your wife is receiving harassing phone calls. 

 

It sounds like the feature recommened was AT&T Smart Controls (http://www.att.net/smartcontrols-SmartLimitsForWireless) which offers a host of safety and preventative methods, including blocking phone numbers.
