Is there anyway to sync my contacts from oultlook(TILT 2) to motorla or backflip?

There are a few options you could choose:

1) Sync your Tilt 2 with Outlook on your computer and then sync your backflip with your computer. As to your Motorola, which Motorola are you referring to?

2) You could sync your Tilt 2 With Google contacts (ActiveSync on the Tilt 2 support Google). Then sync your Backflip with Google and you should be ready to roll.

Sync software for Motorola is not free, and available from Motorola.

Your contacts on the phone, will automatically sync with Google Contacts on the web.
