One app that uses cellular data whether you are on wifi or not is visual voicemail and it periodically checks to see if there are voicemail messages and each check uses a few KB. Based on the small amounts, I'm betting those are a compilation of those last few visual voicemail checks done prior to shutting off cellular data.

I'm nearly 100% sure that VVmail switch to using the notification framework (NOT polled) when it became available around iOS 3.0

It won't use any data at all waiting for a notification.
