No one knows at all right now - wait until normal business hours and call them, there is no official presence on the forums. As of right now it from the press releas3e - subject to interpertation. Also expect confusion from teh CSR's since they may not have all the information in the first 30 seconds after normal business hours occur
1. call ATT
2. they verify you have a qualifying account
3. they verify the phone meets the required qualifications as set forth in the press release
4. they unlock it
