The fact that you bought the phone from eBay has nothing to do with it. They want a receipt showing it was bought as a no contract phone from an authorized retail location, not from some guy on eBay. If you know that the contact was fulfilled and all the bills paid, then you should be able to get the phone number of the account or the previous account number. That's what AT&T needs.
