The data plans also tell ATT's systems how to support your phone. For instance visual voice mail on the iPhone is handled differently thant on a WP. It ensures you get the the value in use for the data plan you are paying for.
While you can move a SIM around to use different phones and have ATT update your data plan with each move, I find it to be more of a pain than it is worth...... You need to decide that for yourself though. You may find it to be worth it.
