How to get actual help?

So, for the third time in four years, my DSL has gone up in price again. No improvement in service, just higher cost. I emailed to complain and asked for a specific thing. The email I get in return is in garbled English, offering to switch me to higher priced, but faster, Uverse. I wasn't asking for more speed, I was asking for a reduction in price. Whether that is possible or not, the reply I received made it clear that he 1.) had not read or understood my email and 2.) was only interested in finding a way to make another sale. When I asked that he forward it to a supervisor the reply I received said that he was only trying to help, so I am assuming my email won't go anywhere. I'm not interested in hopping on the phone merry go round... is there a specific email address I can use to get to someone who can provide actual help as opposed to making a sale?
I've been an AT&T customer for over 30 years, but that's about to change, I fear.
