Complaint: I cannot get a land line activated

I do not know where I should post this saga, but I really need a land-line and AT&T is really intent not to give it to me. Please let me know what I have to do, when only AT&T provides landline is my neck of the woods (east village in nyc).

Briefly: I called on May 25, 2012 and was given a number (212) and a date (June 18) by when it would be activated. Nothing happened. I called again and was given another date, July 11. Nothing happened and I called again and told that by July 28th I would have the line. I called again today, July 30 to learn that my request is under "change of address" and would be activated on August 13. When I asked to talk to a supervisor, to explain that this is approaching a major AT&T embarrassment and I would expect someone to touch the right button and let the service reach me (I have all set in in my apt), I was passed from one supervisor to another (John, then Rachel, and then Ron) who told me that the system gave me August 13 and that was my date. I tried to explain to them that all there is to do is push a button and activate my land-line. Alas, to no success.

Thus, my question to you: what is your advice to obtain a land-line with AT&T. Why AT&T, because apparently Verizon does not cover that area of Manhattan. PLEASE HELP.
