this is normal. the phone sends reports of data usage throughout the day when either the phone is turned off or if it's never turned off then it sends it in the middle of the night when the phone is idle not doing anything. data usage isn't sent to at&t at the time it is used, that would bog the system down as it would be reporting every second of the day for 90 million customers.
