Data is billed for total usage within sessions. For me it appears to be 4hr sessions. The 0.2mb is usage for one session. The 3.2mb is total for the billing cycle. As far as what you will be billed, you want to look at the total. You are probably looking at .01 per kb, which currently would to equate to around $33.00.

If you don't have a data plan the amount will depend on when you started service. If your on the old $0.01 per KB rate you can call customer service to change over.
Old $0.01/KB rate for 3.2MB = ~$33
New $2/MB rate for 3.2MB = $8

Answer:
AT&T now offers a new Pay Per Use rate of $2.00 per Megabyte (MB) for Data usage if you do not have a Data Plan on your account. 1 MB of data (1024 KB) results in a minimum charge of $2.00 on any bill cycle usage. Any usage up to and including 1MB (1024KB) will result in a minimum $2.00 charge.Any usage over 1MB will result in an additional charge of $2.00 per MB. Example: your usage is 1025KB; you will be charged $4.00 for 2MB of usage.
Existing customers on our Pay Per Use rate of $0.01 per KB can call customer care at 1-800-331-0500 to request a change to the new $2.00 per MB Pay Per Use rate.
Note: This does not affect iPhone. iPhone still requires the purchase of an iPhone specific data plan.
