When I measure my speed, I get 24/3.  I was just commenting on the perception of speed.  Going from 10 to 24 is only 2.4x increase in speed, but in reality, most sites don't deliver individual speed at a rate high enough to make a difference for me.  Sure, I can get Win7 updates or iTunes updates faster, but who cares about that.  Until the sites release more bandwidth per user, I don't see a need for 24/3.
