I've been forcing myself to go non-Premium for a few days   and have to report this issue is rampant.  I watched a lot of DYI channel, and it acted just like the major networks.

If I change the channel, or go to LAST and then back, CC comes up again.

I'm stumped and no idea why or how this is happening, and haven't noticed it on the Premiums I watch.

Also, some channels use all caps, then a mix, or just a mix; no consistent formula--if that even makes a difference.  Don't even get me started on the errors and misspellings.
