When I signed up, I thought it worked like this:

 

I would pay the same amount for as long as I had that package.  If I changed my package, i'd pay the current price at the time I changed.

New customers would pay whatever the price was, at the time they signed up.

 As someone else mentioned... it's not that outlandish.  I've had the exact same cell phone package since 2002 simply because what I got at the time was awesome, so I make due with it.  Whenever my provider tries to get me to change packages, I tell them to look at what I have and tell me if they can provide anything comparable/better... the answer is always "wow - I'd hold onto that too".  

 That said - I've never seen it with any of the tv providers but DirecTV never increased my rates the 2+ years I had them.
