jpinsticks - I like the logic of your two cents -
The CC logic is in the STB. It is the STB that will be updated to toggle CC.
The shortest distance is to use existing IR signal on existing buttons (A,B,C) to trigger the STB.
A u-verse remote cannot send new IR signals. A new remote is required. Logitech Harmony remotes can send new IR signals because Logitech downloads the remote programming through your computer. The remote itself can be updated.
ATT may be talking new remote in order to comply with the letter of the law (i.e. a labeled CC button).
But, it can work both ways - the A, B or C IR signal can be applied to the CC button.
For Logitech Harmony the biggest question is which button to use. Only if att comes up with a new signal is the concern how fast is Logitech to respond.
