According to the below 2 posts they are supposed to develop/release easier access to CC's in 2012.

And below is the mandate/requirement by the FCC the CC access will be through one marked/designated button on the remote. But I'm not sure when the deadline is for this requirement. Hopefully it will be in 2012 and the sooner the better.
