I'm quite sure you'll sooner see on-demand versions of the programs you're looking for, rather than remote access to your set top box. Slingbox has a pretty good reputation for this use. I'm suprised it doesn't work better for you. I have the 6mbps down 1mbps up internet access myself. 1mbps is pretty generous for upstream bandwidth, as compared to other providers. In fact, Uverse Internet access is superior to any other acess provider I've ever used.
If you're at a service level that has less than 1mpbs up, you might try upping that.
