I called customer service to alert them of this. I was transferred over 6 times before I could talk to someone. I finally got and agent, and told him the situation. He said that he could see the return and will have a check issued. He told me to give it a week to come. If I don't receive it, to call back.
Well a week had came and gone. So I called again. I went through the same scenario again. I was transferred numerous times cause I was talking to the wrong dept. How rude!!! I finally got another agent and told them the situation. I was given a case number for escalation and to call back in 2 days. So I called back and went through the same situation of being transferred and repeating my story over again. I was told the same thing about an escalation but to wait on a call with-in 48 hrs. I have never got a response. I have call back 3 more times since then, the agents don't know what to do but escalate things.
I am at the end the road with the whole situation. I WANT MY MONEY BACK!! Also, I may contact the news to expose the bad service and lack of response.

Why would you pay anything up front? Unless AT&T required a deposit ($400 and not $100) for bad credit, then you wouldn't pay for anything until after your service has been installed.
