I am willing to admit that these rebates that ATT offers are sometimes a bit of a pain.  I was promised $400 in rebates and i was told to check their rebate site in about a week.  Which i did only there was only $100 in it.  I called and i was told that rest of the rebate was being processed and to wait another week or two.  Which i did, of course there was not any additional rebates added.  So more phone calls.  To make a long story short, i finally ended up with all of the money that i was promised.  However i cant tell you how many phones i had to make in order to get those rebates.  Now i have had ATT Uverse for about an year and a half and i am very pleased with the service.  I also had Directv and i needed the money to pay the early termination fees, although mine were not as large as yours was.
